ADETIM - The Agency for Economic and Social Development of Timis is a non-profit public institution, patronized by the Timis District Council, with judicial personality, that entirely self-finances itself from extra-budget income. The agency was set up in 1995 by the Timis District Council, in partnership with the Municipal Council of Timisoara and the House of Commerce, Industry and Agriculture Timisoara, based on the resolution no. 11 of May 11, 1995, issued by the Timis District Council and sustained by the Public Local Administration Law no. 69/1991.
ADETIM is the first Romanian structure specialized in local and regional economics, run by coherent concepts of local and regional political foundation and development., approaching occidental models.
The main goal of ADETIM is to become an interface between the public local administration and the private sector, a promotion center for the best practice, politics and methods of economic development.
The beneficiaries of ADETIM services are the local public administration, the institutions and the national and international organisms, natural and legal Romanian and foreign persons.
ADETIM has over 10-year experience in initiating, improving and managing local development programs, as well as in designing services and achieving results for the SME sector or in the area of professional improvement of the public local administration personnel which represents the business card and the expression of the personnel's professionalism.
Like any other institution specialized in local economic development, ADETIM has the role to identify the problems which prevent the local economic from growing, in order to design new plans and solutions needed for local social and economic development. At the same time, ADETIM has the responsibility to promote the business opportunities of the district in order to accomplish the marketing process of the district. The main purpose of this activity is to improve the regional competitiveness of the district: the 5 West regions and the DCMT Euro region.
The beginning point when developing this project is the need to develop a database of the Timis district which can provide the promotion and information function of the entire district and, at the same time, to create a specialized database which can value the offers of fields and buildings in the Timis district.
This necessity was identified by ADETIM from the great demand of data and information which was felt in the activity of information, consultancy and committal of the foreign investors interested by the business opportunities of the Timis district.
As a consequence, a concept of a database with offers of fields and buildings in Timis was developed, a software solution which allows permanent updating, ensures a controlled and reliable management of the information and a equal promotion of the opportunities and locations in view of new investments. When dealing with local concept design we adopted the successful model of the BW Agency for Economic development from Stuttgart.
The necessity to implement the ADETIM concept in the area was proven to be achievable. As a proof, the agency captured the interest of the German partner, Wittmann EDV Systeme that accepted to execute a model project, in which it was a co-financer.
The other starting premise of the project was the need for an efficient instrument to manage documents, knowledge and communication inside the agency. This has appeared as a necessity to improve the activity and the services of ADETIM, its competitiveness, as well as its continuous development process.
In order to accomplish its development projects ADETIM developed the acute necessity to optimize both the information workflow from the agency, and the one between the agency and the local promoters in the area. Furthermore, in order to improve the visibility of the offers in the regional area, it had to implement a software solution which could allow online publication, on the ADETIM portal of the business opportunities in the area, especially offers and demands for immovable transactions: fields, offices, market places, storing places, industrial/technological parks. This way, the partners or potential customers are able to directly access the offers of products and services of the local promoters, being able to view details and send specific demands. The solution should allow the participants to directly and independently post immovable offers, to integrate and manage the information about them by means of a software system, to freely post selling or hosting offers, together with additional plans and photos.
In this context it was necessary to find out an optimal solution that could improve de information flow and the solution chosen was iDocument, a software solution which offers the facilities of document and knowledge management, project and workflow management, office and quality management.
The main challenge was to customize the iDocument solution, according to the client's necessities and to develop and implement a new module - ImoTim - which could enable the online offers promotion, module which permits the centralization of data in a main database.
This meant using a technology which allows storing large quantities of data, accessing data by means of a simple interface, able to perform a large number of commands, without becoming too complex or redundant. At the same time, Ropardo S.R.L had to ensure the training courses for the personnel.
The next step in customizing the software solution in order to suit the client's needs was elaborating an analysis of the organization and establishing the specific settings according to which the software solution could be exploited most efficiently.
It was necessary to design specific customizations for iDocument, to integrate new modules, such as the Workflow module, and to introduce the Real Estate module - ImoTim which facilitates every aspect of the online business.
Implementing iDocument for ADETIM meant mostly setting up a new trustful partnership, and gaining new experience by developing and testing the new modules of the application. The solution implemented represented, first of all, the solution needed by our partners in order to develop an efficient information flow management. At present, our solution is completely integrated in the specific activities of the institution.
iDocument is a solution for knowledge and document management which allows centralization of the information inside the organization, allowing direct access (based on access levels) to the whole important information inside the organization, archived and updated. ImoTim is a module for online offers promotion, which allows the centralization of the information in a centralized database.
iDocument is built on Lotus Notes/Domino Server - a leader in the area of collaborative platforms. The solution was implemented on IBM equipment, server and storage. It allows rapid document management, facilitates the access to knowledge and information, facilitates team work and collaborations, ensures data security, reduces time and costs for intern management.
